Digital Identity Wallet – A New Era of Data Management in Latvia and Europe

The European Union plans to introduce a unified digital identity wallet by 2030 – a secure, cross-border application that will allow citizens and businesses to store and manage personal documents digitally. In Latvia, this initiative is being actively tested, and its implementation will bring significant changes not only to user experience but also to the architecture of national information systems.

The digital identity wallet will function as a mobile application in which users can store various digital documents, such as passports, driver’s licenses, diplomas, health insurance cards, and more. A key feature of the solution is that data will be transferred directly from the user, without the need to exchange information between different institutions. This represents a shift from centralized to decentralized data management, opening broader opportunities for digital self-sovereignty.

These changes will affect not only user authentication and identification processes but also the structure of the state’s information systems. According to Ivars Muciņš, Chairman of the IT company Euso, the implementation of this solution will require not only technological adaptation but also additional state budget funds for reorganizing existing systems. “The digital identity wallet is not just a simple application – it is a strategic tool for transferring control of data exchange into the user’s hands. Therefore, it represents not only a technological innovation but also a paradigm shift in public administration,” he notes.

Latvia is actively involved in the development and testing of the digital identity wallet, participating in the EU-level pilot project “Nobid”. The functional performance, security, and compatibility of the prototype with existing systems are being tested. Currently, “Model B” prototype testing is underway in Latvia, with focus groups providing feedback and recommendations for system improvement.

Latvia is one of the countries that is not only developing the digital identity wallet but also practically testing it and adapting it to national needs. This project represents a significant step in Latvia’s digital transformation and will lay the foundation for secure, efficient, and user-controlled data exchange in the future.

From Paper Mountains to a Digitalized Daily Routine — SIA “Baltijas Informācijas Tehnoloģijas” Path to Efficiency and Cybersecurity in Companies

What is the scope and specialization of SIA “Baltijas Informācijas Tehnoloģijas”?

SIA “Baltijas Informācijas Tehnoloģijas” is an information technology company. While IT is a broad field, our main focus is on processes and services related to IT infrastructure. We help clients choose the most suitable equipment based on their needs – determining what type of devices to purchase and which manufacturer’s products to select. After delivery, we configure, implement, and provide daily technical support. If any equipment malfunctions, we also handle repairs. In this way, we offer a full range of IT services, and we have been doing so for over 30 years.


How does process digitalization impact company operations?

The better we understand how to work efficiently, the greater the added value it provides. A clear example is our long-term effort to reduce paper usage. In the past, everything was written on sheets or large papers, documents were printed and stored in folders, which over time accumulated into mountains of paperwork. Today, all of this can be done more simply, efficiently, and with fewer resources by digitalizing processes.

It is important to implement digitalization correctly so it is meaningful and not burdensome. When discussing digitalization, it is essential to identify what specifically adds value to the company. This can be determined by clearly defining criteria and indicators to measure whether digitalization and efficiency improvement initiatives have actually delivered results.


How are information technologies implemented in your company?

Our advantage is that we are an IT company ourselves. This means we are constantly in contact with the latest technologies and trends – from various manufacturers and technology fields, including hardware and software. This allows us to directly observe trends and evaluate which ones can be applied in our own operations.

Another key advantage is our collaboration with manufacturers and technology giants, which allows us to test new solutions in practice. We try them out, evaluate their effectiveness, and if a solution works and adds value, we implement it internally and recommend it to clients. If it does not meet expectations, we set it aside and test the next solution.


What is currently relevant in the IT sector in Latvia?

Currently, cybersecurity is particularly important. Although it has always been significant, it now carries special urgency – and for good reason. In today’s world, warfare takes many forms, including cyberwarfare. To reduce risks, companies must prioritize protection measures and system security.

It is not too late to organize this area, address security gaps, and work proactively to mitigate cyber risks. Our company has expanded its service portfolio to include solutions that help clients strengthen cybersecurity. It is essential to understand where the vulnerabilities lie and know how to address them.

My advice to other companies is to carefully assess the importance of cybersecurity, recognize its significance for your specific organization, and understand the potential consequences of neglecting it. Even a small vulnerability in a system can cause serious problems – much like a tiny drop of tar can ruin an entire barrel of honey. Therefore, I encourage companies to prevent such situations and proactively eliminate cyber threats.

In April 2025, Mārtiņš Jēkabs, Adviser to the European Parliament’s Committee on Digital Policy, emphasized the importance of digital skills for the future and development of the European Union:

“Digital skills are the cornerstone for ensuring the European Union’s economic and social development, as well as an inclusive society.”

This emphasis on improving digital skills is an important step toward a modern and inclusive Europe.

The project’s investment goal is to provide small (micro), medium, and large enterprises registered in the Republic of Latvia with basic skills in digitalization, robotics, and automation, digital transformation, and digital innovation, including skills that promote export development, high-level digital governance competencies at management level, and the ability to use digital technologies in various business processes.

The project is implemented with financial support from the European Union Recovery Fund.
The project’s initial total eligible costs are EUR 1,134,000, including the planned Recovery Fund support of EUR 567,000.
